Foreign citizens can enter Azerbaijan in compliance with visa/entry rules. 

It is no longer necessary to present a certificate of vaccination for SARS-COV-2 when crossing the border into Azerbaijan.

Update of 5/31/2022 - travel rules between Italy and Azerbaijan

Foreign citizens can enter Azerbaijan in compliance with visa/entry rules, and according to the following rules:

Passengers over the age of 18 must have the following documents:

• Complete vaccination certificate for SARS-COV-2 with QR code (14 days after completion of a vaccination program) in Azerbaijani, English or Russian, The vaccination certificate will be considered valid for 12 months from the date of the last recall.

or

• Certificate of recovery from SARS-COV-2 with QR code, proven by a positive RT PCR serological test which must be issued at least 15 days after the first diagnosis and up to 180 days from the date of issue

The above rules do not apply to Azerbaijani citizens (even if residing abroad) and their immediate family members (wife / husband, mother / father, child), who will still be admitted to Azerbaijan.
